Analysis of Strategies for Improving the Quality of Basic Education Through Digital Transformation in Indonesia and Comparison with Finland, Japan, and Singapore

This study aims to analyze strategies to improve the quality of basic education in Indonesia through digital transformation and compare it with the basic education system in Finland, Japan, and Singapore. The research approach used is qualitative with a literature study method, which examines various policy documents, international reports, and academic literature related to basic education policies and technology integration. The results of the analysis show that Indonesia has started transformation through the Merdeka Learning policy and the Merdeka Mejar Platform, but still faces obstacles in terms of equitable distribution of digital infrastructure, teacher technology literacy, and continuous training. Finland gives teachers full autonomy and emphasizes student well-being with a non-pressure evaluation system. Japan prioritizes character education, discipline, and traditional approaches that are strengthened by the slow integration of technology. Meanwhile, Singapore is an example of a country that has successfully combined a high-performance-based education system with advanced technology, selective teacher recruitment, and data-driven evaluation policies. This comparison shows that improving the quality of basic education depends not only on technology, but also on comprehensive policies that include teacher quality, evaluation systems, educational values, and student partisanship. This study recommends that Indonesia strengthen digital policy integration by strengthening the education ecosystem as a whole, while adapting best practices from other countries that are relevant to the local context.
